Telstra has partnered with the Swinburne Institute for Social Research and the Centre for Social Impact on a research project to create the Australian Digital Inclusion Index to measure progress in improving digital inclusion in Australia. 

Digital inclusion is recognised as one of the key social justice challenges facing policy makers and communities worldwide. It means more than just access to computers, the internet or technology. Digital inclusion is about using technology as a channel to improve skills, enhance quality of life, drive education and promote economic wellbeing.

Yet more than 4 million Australians are still not online, and are missing out on the education, health, social and financial benefits of being connected.
